SEDDK Revises TFRS 17 Certification Rules With Two-Year Exam Validity and Staff Exemption

The Insurance and Private Pension Regulation and Supervision Authority (SEDDK) has introduced amendments to the certification framework applied under Turkish Financial Reporting Standard (TFRS) 17. The updated rules were published through Circular No. 2026/17 dated 9 July 2026, revising certain provisions of Circular No. 2026/2 and reshaping how certification eligibility and examination requirements will be applied.

With the latest revision, the certification process now more clearly defines who falls within the Authority’s professional staff. The scope has been broadened to include insurance specialists and assistant insurance specialists who perform their duties on a permanent basis under the relevant legislation and Presidential Decree. In addition, the insertion of the phrase “at the Authority and” further clarifies the intended reach of the applicable provision.

Changes to eligibility and examination conditions

Under the revised framework, candidates seeking certification must satisfy the required qualifications and take the centralized examination designed to measure professional competence. A new condition has also been introduced for exam participation: applicants must have at least one year of professional experience in the relevant field before they are eligible to sit the examination.

One of the most notable changes concerns the period for which examination results remain usable. According to the amendment, exam results will now remain valid for two years from the date of the examination, creating a defined timeframe for certificate-related applications and procedures.

Exemption for experienced Authority personnel

The amendment also establishes a special exemption for certain personnel working within the Institution. Professional staff who have completed at least 10 years of experience and who hold that status on the date of registration on the List will not be subject to the condition specified in the relevant paragraph of the circular.

The amended circular entered into force on the date of publication. Its implementation will be carried out by the Chair of the Insurance and Private Pension Regulation and Supervision Authority.
